The display of outdoor advertisements is governed by the Town and Country Planning (Control of Advertisements) Regulations 1992. ‘Express consent’, with the approval of the Council, is required to display all advertisements except certain defined categories with the exception of the major built-up areas of the district, South Norfolk is an area of Special Advertisement Control, which means that adverts may only be displayed, or consent granted, in limited circumstances.
An advertisement application may be refused only if it is in conflict with interests of amenity and public safety eg it presents a potential traffic hazard or if it is out of keeping with its surroundings. An applicant has two months to appeal against any decision to refuse permission for the display of an advertisement.
