1 – Co² Emissions

a)
DER <= TER

b)
CO² emission calculations using SAP 2009 required before work starts on site, and should contain information to enable checks to be carried out on site (e.g. details of construction and their calculated u-values).

c)
As-built CO2 emission calculations required max 5 days after completion, together with any changes to the specification high-lighted (see appendix A page 23)

d)
EPC issued by an accredited assessor and accompanied by an energy performance report also required on completion (Reg. 17E).

e)
Air permeability – use measured value if tested (max 10), if average value used use this + 2 (therefore max 8 needs to be achieved in test) or if not measured use 15.

f)
Internal lighting – minimum requirement in DBSC guide (75%), but TER may require more than this.

2 – Reasonable standards of energy efficiency

a)
Limiting u-values (area-weighted, so some parts of the element can be of a lower standard – table 2 page 15) but no lower than 0.7 (walls) and 0.35 (roofs)

b)
Limit on air permeability – max 10.

3 – Limit effects of solar gain

a)
Checked through SAP 2009

4 – Performance of construction as built is in accordance with design

a)
Insulation continuous – adopt accredited details? See page 18

b)
Air permeability. Pressure testing still not necessary on small developments – but value of 15 used in DER.

c)
Heat loss through Party Wall cavities – either use solid party wall or fully filled cavity with effective edge sealing (check Part E!) or this will impact significantly on DER.

d)
Commissioning certificates required for heating and hot water systems before completion certificate can be issued (Reg. 20C)

5 – User operating information

a)
Operating and maintenance instructions to be given to user.
