1 – Reasonable standards of energy efficiency

a)
BER <= TER

b)
CO2 emission calculations using SBEM required before work starts on site, and should contain information to enable checks to be carried out on site (e.g. details of construction and their calculated u-values).

As-built CO2 emission calculations required max 5 days after completion, together with any changes to the spec high-lighted

d)
EPC issued by an accredited assessor and accompanied by an energy performance report also required on completion (Reg. 17E).

e)
Modular buildings – even if less than 2 years on site, TER/BER still required if buildings have a planned service life > 2 years.

f)
Shell and core developments – details provided of info required at each stage.


2 – Reasonable standards of energy efficiency

a)
Limiting u-values (area-weighted, so some parts of the element can be of a lower standard – but no lower than 0.7 and 0.35 for walls and roofs respectively) – but do not use as acceptable minimums or building may not comply with TER!)

b)
Energy meters required

3 – Limit effects of solar gain

a)
Ensure this has been checked as part of submission by energy assessor.

4 – Performance of construction as built is in accordance with design

a)
Continuity of insulation – accredited construction details

b)
Pressure testing required if building exceeds 500m² – max allowable 10. Option not to test on smaller buildings, but use value of 15.

c)
Check air leakage of duct-work

d)
Commissioning certificates required before completion certificate can be issued (Reg. 20C)

5 – User operating information

a)
Operating and maintenance instructions to be given to user – Building Log Book.
