1 – Exemptions / special considerations

a)
Places of worship

Temporary buildings with a planned time of use , 2 years (but not portable/ modular buildings with a planned service life exceeding this)

c)
Workshops with low energy demand

d)
Stand alone buildings < 50m²

In addition to these exemptions, flexibility/ exemption from these requirements can be made in respect of Listed Buildings, buildings in Conservation Areas and buildings with architectural/ historic merit. Building Control will discuss with Conservation team.

2 – Energy Performance Certificate

a)
Required if building will contain a greater or fewer number of parts for separate use.

3 – Extensions
If >100m² and 25% of the existing building, treat as a new building and use L2A (Consequential improvements may still apply though).
Smaller extensions – 3 ways of proving compliance;

a)
Meet min. fabric standards and limit windows etc.

b)
Area weighted u-value calculation

c)
CO² calculation

4 – Change of use / change of energy status

a)
Controlled services / fittings to meet new standards.

b)
Ensure area of windows not excessive.

c)
All new elements to meet new standards.

d)
Replace windows/ doors if >3.3

e)
Upgrade retained / renovated thermal elements as necessary.
Alternatively, carry out a CO2 emissions calculation to prove compliance.

5 – Controlled fittings

a)
Windows – meet new standards (1.8), draught proof and provide insulated cavity closers.

b)
If new window opening provided, ensure total does not exceed permitted area or other measures to be adopted.

6 – Controlled Building Services (e.g. Heating/ hot water systems, Lighting)

a)
If extended or provided – follow guidance.

b)
Replacing – ensure no less efficient than before.

c)
Energy meters required

d)
Commissioning certificates required for heating and hot water systems before completion certificate can be issued.

7 – Continuity of insulation and air-tightness

a)
Must be ensured – adopt accredited construction details

8 – Renovated or retained thermal elements

a)
Details provided of when elements must be improved when being renovated (50% of element, 25% of total building) or retained.

b)
Practical examples provided in Appendix A

9 – Consequential improvements
Applies to existing buildings .1000m² where the work consists of;

a)
an extension

b)
initial provision of a fixed building service, or

c)
an increase in the installed capacity of any fixed building service.
If this applies;
Extensions – adopt measures to at least 10% of the value of the works.
Other – improve building fabric (not limited by cost nor counting towards 10%) and then carry out additional improvements to the value of at least 10%.
