We are part of Community Safety Services and we report directly to the Environmental Health Manager.

We are responsible for carrying out the Council’s functions under relevant legislation in accordance with Council policy, guidance and procedure.

We deal with applications for many different licences, permits, consents, registrations and requests for assistance from the public and the majority of applications for licences are dealt with under delegated authority.

In determining licences we consult (if necessary) with the public and other statutory authorities, councillors, other council officers and public bodies who advise us. A list of those applications which are currently in consultation can be viewed on the Council’s website

Where appropriate, contested applications are put before the Licensing (Determinations) Sub-Committee. Policy matters are put before the Licensing and General Purposes Committee.

In addition we are responsible for ensuring licence conditions are complied with and investigate allegations of unlicensed activity. When appropriate we may prosecute for certain offences.

Most licences require the applicant to pay a fee. All fees are reviewed annually by the Council with the exception of those fees which are set by central government. The fee only recovers the cost of administration, inspections and enforcement of the licence type. A list of our fees can be viewed on the Council’s website

The council maintains public registers for all licences which have been granted. A summary of the public register licences, consents, permits and registrations can be viewed on the Council’s website

Members of the public may telephone, email or visit the offices at Jubilee Stores to talk about a specific matter but are advised to make an appointment in case a Licensing Officer is not available.
