Open Market Review (OMR)

The Open Market Review - the process and proposed intervention area map for Isle of Wight

The purpose of the Open Market Review (OMR) is to review and understand what private sector companies are doing in terms of investing in the Isle of Wight County's broadband infrastructure and where.  The deployment of enhanced broadband network will be focused in the areas without current private sector investment plans.  A proposed intervention area for enhanced broadband is now available, and the market has an opportunity to put forward any further proposals or comments. The OMR is intended as a precursor to a formal public consultation document. The OMR, in contrast to the public consultation document, is not a specific requirement under the European Commission’s Broadband Guidelines. However, we consider that early market engagement at this stage is an essential and extremely important part of our early market research. The results of the OMR will assist us with understanding the broadband infrastructure (basic broadband and Next Generation Access (NGA)) already in place and where there are definite plans for investment in such infrastructure in the coming three years and is a significant step in the design of our intervention area.

The project covers the whole of the Isle of Wight. There is no overlap with other local authority projects, and it does not encompass any Rural Community Broadband Fund (RCBF) or other Community Broadband initiatives.

We are sending the OMR to all known broadband infrastructure and internet providers in the Isle of Wight county area, together with a spreadsheet of postcodes and a document explaining the mapping methodology used.

How we will use the information

The information will help Isle of Wight County Council to refine its understanding of where the deployment of enhanced broadband network should be focused.

Our timetable for the project

The following indicative timescales are determined by Broadband Delivery UK (BDUK) with the stages following a prescribed process agreed within BDUK's national programme plan.

06th May 2013               Issue draft invitation to tender

06th May 2013               Submit part 1 State Aid Application
