Answer: Fixed Penalty Notices with a fine of £50 (or £100 if not paid within 28 days) can be served by the Headteacher, Education Welfare Officer or Police in situations where the Local Authority feels the parent is capable of but unwilling to secure an improvement in their child’s school attendance. The Fixed Penalty Notice can be issued following a pre-court panel meeting to discuss a child’s attendance record. This is an opportunity to pay a penalty fine instead of being prosecuted for the offence.
