Answer: Not normally: they are rented as seen, and the new tenant has an opportunity to reject the plot if they are not satisfied with the quality. But because of high demand there are not many un-cultivated plots. In exceptional cases where an allotment is very overgrown or has other problems the council may undertake works prior to handing over the allotment to a new tenant.
