Question: Who has to pay council tax?

Answer: Council tax is usually paid by the occupants of a property (the persons considered liable). The full tax assumes that there are at least two adults living in the property. If there is only one occupant in the home, they will be eligible for a discount which you need to request from the Council Tax Department.
