Answer: No, if you are a claimant of working age the second adult rebate will no longer exist. This means if you earn too much to claim council tax support and have a child aged 18 or over living in your house, or a friend who does not pay any rent, then you will now be required to pay your full council tax bill. Second adult rebate will still apply to pensioner claimants. The 'student only' type of second adult rebate, which compensates the claimant for loss of council tax exemption caused by the prescence of the 'second adult' in their home, will still apply for the first year transitional scheme only.
