Question: My neighbour's hedge overhangs into my garden, can I cut it back?

Answer: Talk to your neighbour first! Invite them round to see how the hedge is affecting your garden.
If the hedge is not covered by any form of protection then you may cut back the hedge to the boundary line as long as you do not affect the health or the balance of the hedge, you should offer the cuttings back to the owner but they do not have to accept them. - Related Link
