Service Description: The Isle of Wight Council enforce parking regulations under the Traffic Management Act 2004. One of the ways in which they do this is by issuing Penalty Charge Notices (PCNs) which are also processed by the local authority. However, PCNs are enforced through the civil justice system, rather than the criminal justice system. Therefore, councils enforcing parking restrictions under the Traffic Management Act 2004 are said to be operating “decriminalised parking enforcement”.

Answer: If our records show that the debt is still outstanding, you will need to provide the bailiff company a copy of your proof of payment in order for them to investigate the matter. Ideally they need to see a copy of your receipt. Failing this, they may be able to assist if you can provide a copy of the front and back of the payment cheque (which can be obtained from your bank). If you have made a payment to the Council after the PCN had been passed to bailiffs for recovery action, you still remain liable for any fees and charges incurred by the bailiffs.
