Service Description: The current household waste contract comes to an end in 2015 providing us with an opportunity to explore new ways of managing the Island’s waste. We are in the process of developing a new waste strategy for how our waste should be dealt with in the future that may include utilising new technologies. As well as increasing recycling, we will be looking at ways to treat waste as a resource from which we can generate heat and power for the Island.

Answer: The Outline Business case is a detailed report that investigates the options available to the Council for the procurement of a new Municipal Waste Contract. This document is set out is five cases that set out the Strategic, Economic, Commercial, Financial and Management justifications to support the procurement option that is recommended. The OBC will be evaluated to ensure; • The proposed investment options have value and importance • the procurement process will enable the Council and the Waste market to show the capability to deliver the benefits and targets set out in the Waste Strategy (draft) and Waste Policy (draft). • the councils resources are working on the highest value opportunities Developing this OBC requires a significant amount of financial and technical forecast modelling of the procurement options. It also requires the development of a ‘reference case’ that models solutions that are currently used in the UK to ensure that the Council’s targets are achievable and work out the expected costs of different contract options over the next 25 years. The Outline Business case will be reviewed at various stages of the procurement to ensure that: • The justification is still valid, • The project will deliver the solution that best fits the Islands needs.
