RESOLVED :
THAT the minutes of the meeting held 30 November 2000 be confirmed.

16. URGENT BUSINESS - OBJECTIONS TO ADVERTISED TRAFFIC ORDERS

Isle of Wight Council (Union Road, Church Road, Sun Hill and Market Hill, Cowes, IW) (Residents Parking Places) Order No 1 2000
The Director of Environment Services told members that amendments to the Residents Parking Places Order for Union Road, Cowes had been advertised.
A number of complaints had been received from residents of adjacent roads who felt the scheme was under utilised and too restrictive. After consultation with the local member and Cowes Town Council it was decided to readvertise a modified Order to include Sun Hill, Market Hill and Church Road. The Director outlined the criteria for residents parking and members were told that the residents of Sun Hill and Market Hill did not meet that criteria.
A subsequent letter from Cowes Town Council suggested a number of modifications to the advertised proposals. These were mainly concerned with Church Road and recommended residents' only parking on the east side with limited waiting on the north and west sides.
Nine letters of objection were received and the views of the Police and local member were taken into consideration.
RESOLVED :
THAT a modified Order be implemented incorporating the following changes :
(i) THAT residents of Sun Hill and Market Hill will not be eligible for permits.
(ii) THAT residents' parking be applied only to the east side of Church Road from the junction with Union Road to the bend opposite Church Lodge.
(iii) THAT limited waiting as outlined in the Town Council's letter be advertised for the north and west sides of Church Road.
(iv) THAT no action be taken to revoke yellow lines in the vicinity of the Sun Hill and Market Hill junction.

17. REPORT OF THE DIRECTOR OF ENVIRONMENT SERVICES

(a) The Isle of Wight Council (Various Streets, East Cowes, IW) (Traffic Regulation) Order No 1 2000
A number of amendments to the yellow line waiting restrictions in East Cowes were advertised after consultation with the Police to address a number of road safety issues and objections had been received to the following :
(i) Adelaide Grove - No Waiting at any time
On the West side from a point 18.28 metres South to a point 45 metres South of the junction with Yarborough Road.
Two letters of objection had been received. The local member had written a letter of support and the views of the Police were taken into consideration.
RESOLVED :
THAT the restriction be implemented as advertised.
(ii) Alfred Street - No Waiting at any time
On both sides from its junction with Clarence Road to a point 9 metres East thereof.
Britannia Way - No Waiting at any time
On both sides from its junction with Clarence Road to a point 15 metres South-West thereof.
Clarence Road - No Waiting at any time
On the South-West side from a point 34 metres North-West to a point 52 metres North-West of its junction with Britannia Way.
On the South-West side from a point 14 metres North-West to a point 30 metres South-East of its junction with Britannia Way.
On the East and North-East side from its junction with Yarborough Road to a point 45.72 metres West and North of the junction with Kingston Road.
Six letters of objection had been received and the views of the Police were taken into consideration.
RESOLVED :
THAT the restrictions be implemented as advertised.
(b) The Isle of Wight Council (Various Streets, Newport, IW) (Traffic Regulation) Order No 1 and No 2 2000
A number of amendments to the yellow line waiting restrictions in Newport were advertised after consultation with the Police to address a number of road safety issues and objections had been received to the following :
(i) Bowling Green Lane - No Waiting at any time
On both sides from its junction with Orchard Street to a point 26 metres west thereof.
One letter of objection had been received and the views of the Police were taken into consideration.
RESOLVED :
THAT the restriction be implemented as advertised.
(ii) Little London - No Waiting at any time
On the South-East side from a point 108.5 metres to a point 216 metres North-East of its junction with Sea Street.
On the South-East side from its junction with Sea Street to a point 84 metres North-East thereof.
One letter of objection had been received and the views of the Police were taken into consideration.
RESOLVED :
THAT the restriction be implemented as advertised.
(iii) Wilver Road/Recreation Ground Road - No Waiting at any time
On the South-East side from its junction with Recreation Ground Road to a point 29 metres North-East thereof.
On the North-West side from its junction with Recreation Ground Road to a point 24 metres North-East thereof.
On the South-West side from a point 64.5 metres North-West to a point 125 metres North-West of its junction with Carisbrooke Road.
On the North-East side from a point 27.43 metres North-West of its junction with Carisbrooke Road to its junction with Wilver Road.
One letter of objection had been received and the views of the Police were taken into consideration.
RESOLVED :
THAT the restriction be implemented as advertised.
