MINUTES OF A MEETING OF THE REGULATORY COMMITTEE HELD AT COUNTY HALL, NEWPORT, ISLE OF WIGHT ON THURSDAY, 30 NOVEMBER 2000 COMMENCING AT 10.00 AM

RESOLVED :
THAT the Minutes of the meting held on 30 October 2000 be confirmed.
14. REPORT OF THE DIRECTOR OF ENVIRONMENT SERVICES
(a) The Isle of Wight Council (Long Lane/Staplers Road, Newport, IW) (Prohibition of Right Hand Turn) Order No 1 2000
Members were told that a proposal to introduce a Prohibition of Right Hand Turn from Long Lane into Staplers Road had been advertised.
A study had been undertaken into accidents that had occurred at the junction between 1 July 1994 and 31 June 1999. It was ascertained that nine accidents had occurred, either at, or within a few metres of the junction. After consultation with the police, it was concluded that a traffic signal controlled junction, with a pedestrian phase, should be installed in an attempt to eliminate conflict between vehicles entering or exiting the junction of Long Lane.
Three letters of objection had been received and the views of the police were taken into consideration. Members felt that the restriction should be monitored.
RESOLVED :
THAT the restriction be implemented as advertised.
(b) The Isle of Wight Council (Norton Green, Freshwater, IW) (One Way Traffic) Order No 1 2000
Members were advised that a proposal to introduce a one way traffic flow in Norton Green, in the direction east to west from the eastern entrance to Norton Green Industrial Estate to the junction with Colwell Road and Hill Lane had been advertised.
The proposal was advertised following a meeting with the local member and residents of Norton Green. Two letters of objection had been received. The views of the local member and police were taken into consideration.
RESOLVED :
THAT the Order be implemented as advertised.
(c) The Isle of Wight Council (Residents' Parking Places) Order No 3 2000
Members were reminded that at the Roads and Transportation Committee held on 10 June 1998, a resolution was passed to increase general Residents' Parking schemes by �10.00 per annum. There currently existed a differential in prices charged for residents parking permits for on and off street parking, an increase of �10.00 per annum would be made until parity between the two was reached.
Cowes Town Council had objected to the increase but had given no grounds for the objection.

THAT the Order be implemented as advertised.
(d) The Isle of Wight Council (Various Streets, Ryde, IW) Order No 1 2000
(i) Alexandra Road - No Waiting at any time
On the north-west side from 45 metres north-east of St Johns Hill to West Hill Road.
On the north-west/north-east side from 95 metres west of High Park Road to West Hill Road.
On all sides at the junction of West Hill Road - the southern triangular verge.
West Hill Road - No Waiting at any time
On the south-west side from Alexandra Road to 14 metres north and west thereof.
On the south-east side from Alexandra Road to 30 metres north-east thereof.
On all sides at the junction with Alexandra Road - the northern triangular verge.
The restrictions were advertised to prevent parking in the immediate vicinity of the junction where sight lines were severely restricted by parking.
An objection, signed by residents of four flats in Alexandra Road was received. The views of the police were taken into consideration.
RESOLVED :
THAT the restrictions be implemented as advertised.
(ii) St Michaels Road - No Waiting at any time
On both sides from 10 metres north to 10 metres south of William Street.
On both sides from 10 metres north to metres south of Wray Street.
On both sides from Bettesworth Road to 10 metres north thereof.
William Street - No Waiting at any time
On the north side from St Michaels Avenue to 5 metres east thereof.
On the south side from St Michaels Avenue to 10 metres east thereof.
Wray Street - No Waiting at any time
On both sides from St Michaels Avenue to 10 metres east thereof.
On both sides from Ashey Road to 10 metres west thereof.
The yellow lines formed part of a package of measures identified as part of the Swanmore Middle School 'Safe Routes to School' project and were intended to improve pedestrian safety by removing parking at junctions where pedestrians crossed the road.
One letter of support was received and a petition signed by 18 residents of St Michaels Road was submitted. The views of the police were taken into consideration.
RESOLVED :
THAT the restrictions be implemented as advertised.
(iii) Spencer Road
On the north side from 15 metres east to 15 metres west of Augusta Road. (No Waiting at any time).
On the north side from 7.62 metres east to 19.5 metres east of the eastern junction with Westfield Park. (No Waiting at any time).
On the north side from 22.86 metres west to 16.5 metres west of West Street (Revoke existing No Waiting at any time).
Members were told the restrictions were to improve the visibility for traffic emerging from Westfield Park and Augusta Road into Spencer Road.
Three letters of objection had been received and the views of the police were taken into consideration.
RESOLVED :
THAT the Orders be implemented as advertised.
(iv) Star Street
On the south side from 13.71 metres west of Player Street to 12.9 metres east of Warwick Street. (No Waiting at any time).
Members were reminded that parking had been introduced in the area in an effort to replace spaces when George Street car park was being redeveloped. Parking severely restricted visibility for traffic emerging from Warwick Street into Star Street and had caused difficulties for deliveries.
Three letters of support had been received and one letter of objection. The views of the local member and the police were taken into consideration.
