MINUTES OF A MEETING OF THE REGULATORY PANEL HELD AT COUNTY HALL, NEWPORT, ISLE OF WIGHT ON TUESDAY 17 APRIL 2001 COMMENCING AT 10 AM

RESOLVED :
THAT the minutes of the meeting held 27 February 2001 be confirmed.
19. REPORT OF THE DIRECTOR OF ENVIRONMENT SERVICES
(a) Isle of Wight Council (B3401 Thorley Street, Thorley, IW) (30mph Speed Limit) Order No1 2001
The Director of Environment Services reported on a proposed reduction in the speed limit from 40mph to 30mph through Thorley on the B3401 from the junction with Broad Lane to a point 556 metres east thereof. 15 objections and a petition had been received to this proposal. The Police supported the proposal.
The Panel was informed that the matter had been considered by the previous Roads and Transportation Committee who had been advised that the 40mph limit was the most appropriate for the village as a whole and was consistent with policy. The Committee had however deferred the matter to enable consultations to take place on the use of traffic calming measures as a method of reducing further the speed of traffic. Following a site visit with the Local Member and representatives of Yarmouth Town Council, it was felt that it was considered that there was a marginal case for a lower speed limit through the central section of the village by those who had attended the site visit.
The Director advised that extending the lower speed limit further than had been advertised would detract from the impact of it and would not comply with Council policy on setting speed limits. Members also took into account of the views of the Local Member. The Panel believed that consideration should be also given to the siting of bus stops along the area of affected road .
RESOLVED :
THAT the Order be implemented as advertised and that an extension to the restriction be advertised.
(b) Isle of Wight Council (Various Streets, Brading, IW) (Speed Limits) Order No1 2001.
The Director reported that a 20mph speed limit through Brading High Street and adjacent side roads had been advertised as part of the first phase of the Brading Traffic Plan. This Plan had been formulated by the Town Council and was aimed at reducing the average speed of traffic due to the narrowness of the High Street. The Police supported the proposal and believed this would complement other traffic calming measures that were already in place. Members gave consideration to the one objection that had been received to the proposed order.
RESOLVED :
THAT the Order be implemented as advertised.
