PROGRESS REPORT: ENVIRONMENTAL HEALTH BEST VALUE REVIEW IMPROVEMENT PLAN

REASON FOR SELECT COMMITTEE CONSIDERATION

 

The Fire and Public Safety Select Committee has indicated that it wishes to review progress implementing action/improvement plans associated with relevant best value reviews.

 

ACTION REQUIRED BY THE SELECT COMMITTEE

 

To comment or make recommendations in relation to progress made implementing the Environmental Health Best Value Review Improvement Plan.

BACKGROUND

 

The Environmental Health Best Value Review was presented to and scrutinised by the Fire and Public Safety Select Committee on 18 March 2002.  The Review was recommended to the Executive for approval.  The Executive was recommended to endorse the Improvement Plan.

 

The Environmental Health Best Value Review was presented to the Executive on 7 May 2002.  The Executive resolved “That the Environmental Health Best Value Review 2001/2 be accepted”.

 

The Review Improvement Plan is attached to this report.  A progress statement has been added beneath each item in the Plan.

 

RELEVANT PLANS, POLICIES, STRATEGIES AND PERFORMANCE INDICATORS

 

Members will be familiar with the best value review process.  The Environmental Health Best Value Review was part of the Councils best value review programme.  All activity in Environmental Health is consistent with the Council’s corporate objectives, in particular improving health and the quality of life, and creating safe and crime free communities.

 

CONSULTATION PROCESS

 

The Best Value Review process involves extensive consultation with external stakeholders.  This report has been produced without recourse to further external consultation.

 

FINANCIAL, LEGAL, CRIME AND DISORDER IMPLICATIONS

 

A revenue bid for £30k was made in last years budget round in respect of the first item in the Improvement Plan, that is for an additional officer to carry out Health and Safety enforcement activity.  The bid was unsuccessful.  A similar bid features in the draft Consumer Protection Service Plan 2003/4.

 


Environmental Health activity is essentially regulatory activity.  The Council discharges many of its law enforcement responsibilities through this service.
