FIRE AND PUBLIC SAFETY SELECT COMMITTEE

The Chairman and Vice Chairman of the Council (Miss H L Humby and Mrs M A Jarman) are non-voting members.

Portfolio Holders :       Mr D J Knowles - Fire, Emergency Planning and Consumer Protection, Mr E Fox - Transport

Any other member of the Council may attend the meeting and may speak with the permission of the Chairman provided that notification has been given to Select Committee Support before the commencement of the meeting, such notification to detail which items the member is attending for.

AGENDA

1.        MINUTES - PAPER A - To confirm the Minutes of the meeting held on 13 October 2003.

2.        DECLARATIONS OF INTEREST - To invite Members to declare any interest they might have in the matters on the agenda.

3.        PUBLIC QUESTION TIME - To guarantee a full reply at the meeting, the question must be delivered in writing or by electronic mail to the Committee Administrator no later than 10.00 am on Thursday, 6 November 2003. Each question must give the name and address of the questioner. Questions may be asked at the meeting without prior notice but in these circumstances there is no guarantee that a fully reply will be given at the meeting.

4.        URGENT BUSINESS - To consider any matters which, in the Chairman's opinion, are urgent.

SCRUTINY SESSION

5.        WHITE PAPER - OUR FIRE AND RESCUE SERVICE - A representative from the FBU, RFU and Our Fire Service have been invited to attend the meeting to give a brief overview from their perspective.

6.        INTERIM PERFORMANCE TARGETS FOR EMERGENCY PLANNING - PAPER B - To consider the report of the Chief Fire Officer.

7.        THE DRAFT CIVIL CONTINGENCIES BILL - PAPER C - To consider the report of the Chief Fire Officer.

8.        CONSUMER PROTECTION SERVICE PLAN - PAPER D - To consider the report of the Head of Consumer Protection.

9.        MEMBERS’ QUESTION TIME - A question must be submitted in writing or by electronic mail to the Committee Administrator no later than 10.00 am on Friday, 7 November 2003.

10.      NEXT MEETING - The next scheduled meeting will be held on Monday, 8 December 2003 at 10.00 am at County Hall, Newport. The agenda items are likely to include reports on:

                       •          Budget Monitoring.

                       •          S.17 Crime and Disorder Scrutiny Session.

                       •          CCTV/Crime and Disorder Best Value Improvement Plan.
