QUARTERLY PERFORMANCE MANAGEMENT REPORT - QUARTER 3 2004-05

 

REPORT OF THE PORTFOLIO HOLDER FOR CHILDREN’S SERVICES

 

REASON FOR SELECT COMMITTEE CONSIDERATION

 

This Quarterly Performance Management Report is for the period 1st October to the 31st December 2004 and is for the Children’s Services Portfolio. This third report for 2004-05 was presented to the Council’s Executive on the 23rd February 2005.

 

 

ACTION REQUIRED BY THE SELECT COMMITTEE

 

  1. To receive the Quarterly Performance Management Report and the appendices insofar as it relates to the Children’s Services Portfolio Holder’s responsibilities

 

  1. To determine when the Select Committee would like to re-visit and review progress towards the issues raised in this report, as highlighted in paragraph 4:

 

·         Areas to Watch

·         Performance Indicators

·         Local PSA Targets 1 and 6

 

  1. To determine whether to add or amend the work programme of the Select Committee in light of the Quarterly Performance Management Report and any additional information received.

 

 

BACKGROUND

 

1.                  This Report for quarter 3 summarises performance for the responsibilities under the Portfolio Holder for Children’s Services for the quarter ended 31st December 2004. 

 

2.                  Feedback from the previous Children’s Services Select Committee when the Quarterly Performance Management Report for quarter 1 2004-05 was discussed has been incorporated in this report.

 

3.                  Significant progress has been made throughout the year on targets and activities within the Portfolio Holders responsibility including:

 

 


 

 

 

4.                  However, there are concerns on the following:

 

Areas to Watch:

 

·         Educational performance of looked after children (page-2 QPMR) the issues has been mentioned for the previous five quarterly reports since quarter 3 2003-04 and currently has a risk score assessment of 12.

 

·         Pupil achievement for fifteen year olds at GCSE Key Stage 4, school performance at Key Stage 4 has been disappointing and the issue has a risk score of 8.

 

Performance Indicators:

 

·         Performance Indicator 1 (page-3 QPMR) percentage of 15-year-old pupils in schools maintained by the local education authority achieving five or more GCSE’s.  The indicator has failed to reach the annual target and has fallen short by 7.1%

 

Local Public Service Agreements Targets – Round 1:

 

·         PSA Target 1 – this is an annual target, results available to date show that the Council is performing poorly in all subjects English, Math, Science and ICT (page-4 QPMR)

 

·         PSA Target 6 – the proportion of looked after children obtaining 5 GCSE’s at grades A*-C is below the annual target of 52%, and is only achieving 32.5% (page-4 QPMR)

CONSULTATION PROCESS

 

Heads of Service and their staff have supplied the information within the Quarterly Performance Management Report, with Directors being fully consulted on the content.

 

External consultation has not been necessary for this report as it is concerned with internal financial and management arrangements.

FINANCIAL, LEGAL, CRIME AND DISORDER IMPLICATIONS

 

The report itself does not have any financial implications. However, if Members make any recommendations regarding services identified in this report, these may have financial implications.

 

It is a requirement of the Local Government Act 1999 to deliver best value in service delivery of which an effective performance management system is a significant part.
