Any other member of the Council may attend the meeting and may speak with the permission of the Chairman provided that notification has been given to Select Committee Support before the commencement of the meeting, such notification to detail which items the member is attending for.

1. MINUTES - PAPER A - To confirm the Minutes of the meeting held on 26 October 2004.

2. DECLARATIONS OF INTEREST - To invite Members to declare any interest they might have in the matters on the agenda.

3. PUBLIC QUESTION TIME - To guarantee a full reply at the meeting, the question must be delivered in writing or by electronic mail to the Committee Administrator no later than 9.30 am on Thursday, 4 November 2004. Each question must give the name and address of the questioner. Questions may be asked at the meeting without prior notice but in these circumstances there is no guarantee that a fully reply will be given at the meeting.

4. URGENT BUSINESS - To consider any matters which, in the Chairman's opinion, are urgent.

5. HOUSING AND COUNCIL TAX BENEFITS IMPROVEMENT PLAN – PAPER B – To consider the report of the Portfolio Holder for Resources.

6. SERVICE PLANS 2005/06 – PAPER C – To consider the report of the Head of Select Committee and Best Value Support.

7. MEMBERS’ QUESTION TIME - A question must be submitted in writing or by electronic mail to the Committee Administrator no later than 9.30 am on Friday, 5 November 2004.

8. NEXT MEETING - The next scheduled meeting will be held on Thursday, 18 November 2004 at 9.30 am at County Hall, Newport. The agenda for that meeting is likely to include :
