REASON
FOR CONSIDERATION
To
consider information from the Cabinet Member for Resources and Town/Parish
Council Empowerment in relation to the delegated decision 53/06.
BACKGROUND
The
decision of the Cabinet Member, taken on
Four voting members of the Committee signed the
call-in (Cllrs Lumley, Gardiner, Mosdell and Bishop). The call-in was made on
the grounds that there had been inadequate consultation with stakeholders,
partners and the public and that there was an absence of evidence to support
the decision. The Committee wishes to
either assure itself that there has been appropriate consultation and
sufficient evidence for this decision, or if not, ask the Cabinet Member to
reconsider the matter.
In accordance with the Council’s Constitution the
decision is not being implemented pending this meeting.
DISPOSAL
It is not suggested in the call in notice that the
decision is unlawful or falls outside the budget or policy framework. The Committee may therefore determine to:
(i)
Endorse the decision.
(ii)
Refer the decision back to the decision-maker with
recommendations.
(iii)
Refer the decision to another body, with recommendations.
(iv)
Add an enquiry to its own work programme
