Title:

FEEDBACK FROM THE E-GOVERNMENT PRESENTATION DAY

HEAD OF SELECT COMMITTEE AND BEST VALUE SUPPORT

SUMMARY/PURPOSE

To provide the Select Committee with the results of the questionnaire issued to members after the E-Government Presentation Day and to agree a way forward for the future scrutiny of this issue.

BACKGROUND

Members will recall that the Select Committee held an E-Government Presentation day on 18 September 2002 at which five private sector companies were invited to provide details on how they would deliver and manage the Council’s e-government agenda. The companies in attendance were:

Each company was asked to provide information on the following issues:

RESULTS OF THE QUESTIONANIRE

In order to evaluate the success or otherwise of the Presentation Day a questionnaire was circulated electronically to the 23 members who attended. Replies were received from 7 members. Details of the responses to the questionnaire are attached as Appendix 1.

Members will note that the results of the questionnaire indicate that the majority of respondents found that the presentations helped them improve their understanding of e-government, but that opinion was split on which e-government model would be most likely to lead to an improvement in service delivery.

Significantly, however, the majority of respondents indicated that they would support taking further evidence from the companies that made presentations and Deloitte & Touche and Yokogawa Marex were thought to equally capable of best delivering the Council’s e-government agenda in the future.

A WAY FORWARD

Members will recall that the Select Committee had previously established an Information and Communications Technology Task Group (ICT Task Group). This Task Group has to date not made any recommendations to the Select Committee. As Member attendance at the Presentation Day indicates that interest in the continued scrutiny of the Council’s e-government agenda remains high it is suggested that the ICT Task Group be reconvened as the E-Government Task Group.  This would also provide a forum for further, more detailed analysis of the results of the questionnaire.

If Members agree to this proposal then it may be helpful for the Select Committee to determine a new remit for the Task Group. The following remit is suggested:

To continue to investigate the various options available for the future delivery of the Council’s e-government agenda.

FINANCIAL IMPLICATIONS

Officer time supporting the Task Group.

LEGAL IMPLICATIONS

None

RECOMMENDATIONS

1.   That the Select Committee note the results of the e-government questionnaire

2.   That the ICT Task Group be reconvened as the E-Government Task Group with a   remit to continue to investigate the various options available for the future delivery of the Council’s e-government agenda
