112.    DECLARATIONS OF INTEREST


Interests were declared in the following matters :


Mr H Rees declared a Personal Interest in Minutes 113 - Holliers Farm, Branstone, Sandown, Isle of Wight (as Portfolio Holder for Economic Development, UK and EU, Regional Issues) and remained present.


Mr H Rees indicated that he would be seeking further advice from the Head of Paid Services on the possible conflict in terms for the Portfolio.

Planning Applications and Related Matters


Consideration was given to item 1 of the report of the Strategic Director of Corporate and Environment Services.

THAT the applications be determined as detailed below :

 

The reasons for the resolutions made in accordance with Officer recommendation are given in the Planning report. Where resolutions are made contrary to Officer recommendation the reasons for doing so are contained in the minutes.

 


Application:

Details:

Holliers Farm, Branstone, Sandown, Isle of Wight.

Demolition of buildings and construction of new buildings to form a ‘Victorian Theme Park’, including a museum shop; tearooms, toilets, exhibition and display areas and associated facilities; formation of vehicular access and parking.

Additional Representations:

Comments from Environmental Health requesting a detailed acoustic survey which should include a comprehensive noise assessment to be carried out by a competent person. The survey should include anticipated noise emissions from the operation of plant, machinery, business activities and the proposed controls. The survey should be carried out in accordance with BS4142:1997 and should ensure that the rating level of the noise omitted from the proposed activities on the site shall be lower than the ‘night-time’ existing background noise level by at least 3dB.

Environmental Health Officer of the opinion that there was insufficient information for them to comment on the appropriateness of the development and to propose conditions to the Local Planning Authority.

Comments from Crime and Disorder Team.

Comments:

The application was accepted in principle but deferred as Members believed there was a need for a more appropriate scheme, a detailed acoustic survey and outstanding highway issues.

Decision:

Accepted in principle but deferred for further negotiations.
