117.    URGENT BUSINESS - PROVISION OF LIFEGUARD FACILITIES AT SANDOWN


The Chairman agreed to an item of urgent business as a decision was required before the next meeting.


The Committee was advised that there was already an extant permission for the provision of lifeguard facilities at Sandown beach, but as a condition of the European Blue Flag Award they were asking for a temporary structure for the 2003 summer season.


RESOLVED :

 

THAT permission for a temporary structure for a lifeguard facility at Sandown beach be given and to be removed by 30 September 2003.

 

118.    REPORT OF THE STRATEGIC DIRECTOR OF CORPORATE AND ENVIRONMENT SERVICES

 

           (a)       To Consider any Items Deferred From the Last Meeting of the Committee and the Site Inspection Meeting

 

TCP/09338/W - Construction of passenger car ramp Red Funnel Services, Trinity Road, East Cowes, Isle of Wight

 

Members were reminded that the application had been considered at the Development Control Committee meeting held on 25 February 2003. At that meeting it was decided to defer the item to allow further opportunity for submission of Highway Engineer’s comments.

 

The applicant had been in detailed discussions with the Highways Section of the Authority and sought to ensure that the opportunity was taken to improve both transport interchange facilities, instigate appropriate traffic management measures at times of loading and unloading and sought to minimise potential conflict between all highway users, particularly at peak times of activity. The Committee believed that a condition should be added to limit the timing of piling.

 

RESOLVED :

 

THAT the application be approved subject to appropriate conditions.

 

           (b)       Development Control Workshop - 21 January 2003

 

The Committee was reminded that the first of two Development Control Workshops had been held at Northwood House on 21 January 2003. The event had been attended by 16 members and 8 officers. Members discussed the principal outcomes of the seminar and a timetable for their implementation.

9.        Prior to the commencement of the approved works a condition survey of The Grove shall be undertaken and submitted to the Local Planning Authority. Any remedial works required to restore the road to its original condition shall be identified prior to the occupation of any of the dwellings hereby approved and shall thereafter be carried out at the developer’s expense prior to such occupation.

11.      Before the development hereby permitted is commenced, details of the structural design of all retaining walls shall be submitted to and approved by the Local Planning Authority. Members were advised that since the report had been written the outstanding information had been submitted and the Local Planning Authority was now in a position to undertake a limited consultation exercise and determine whether any changes to the approved scheme had taken place and if so how they should be dealt with.

 

Given the change in circumstances it was believed to be appropriate for the report to be withdrawn.

 

RESOLVED :

 

THAT the report be withdrawn and re-submitted at a later date.

 

                       b)        E/19669/A Unauthorised erection of fences at Green Close Farm and Crouchers Farm House, Lower Road, Adgestone

 

Consideration was given as to whether a breach of planning control had occurred and if the circumstances justified the service of an Enforcement Notice requiring the reductions to no more than one metre in height of the first two metres of the boundary fences where they adjoin Lower Road, Adgestone.

 

RESOLVED :

 

THAT separate Enforcement Notices be served on both parties requiring the unauthorised fences where they exceed one metre in height abutting the highway to be reduced to one metre. Time period for compliance one month.

 

                       c)        Unauthorised animal shelter, on land adjacent Myrtle Cottage, Marks Corner, Newport

 

Consideration was given as to the course of action to adopt in respect of an unauthorised animal shelter which had been constructed on land forward of Myrtle Cottage, Marks Corner, Newport.

 

RESOLVED :

 

THAT it be accepted that the pond and two of the shelters had been there for more than 4 years and were immune form further action by the Local Planning Authority.

 

To accept that the erection of the small replacement shed is development requiring the formal consent of the Local Planning Authority but that in view of the planning history, that no further action should be taken, provided that the dilapidated shed is removed within 28 days.
