RESOLVED :

 

THAT the Minutes of the meeting held on 5 November 2004 be confirmed.

Interests were declared in the following matters:

 

Mrs T M Butchers declared a personal and prejudicial interest in minute 60 (c), Paper C, as one of the court cases involved a near neighbour

 

Mr A A Taylor declared a personal and prejudicial interest in minute 60 (a) (i), item 1 – Brickfields, Newnham Road, Ryde as he knows the Applicant and he also lives in the vicinity

 

Mr D G Williams declared a personal interest in minute 61 (ii), 5 Avenue, Shanklin, as he is a member of Shanklin Town Council

Application:

 

Before any debate took place on the application below, the Development Control Manager informed the Chairman and Committee that he had received additional representation from the Council’s Head of Tourism and the Applicant requesting that the application be deferred.  The application will be referred back to Committee by 7 December 2004.  As no debate took place on the application the matter will still qualify for public speaking. In light of this request, the Committee agreed the deferment.

61.             URGENT BUSINESS

 

The Chairman agreed to the following three items of urgent business, as decisions were needed before the next meeting.

 

(i)                 TCP/1813/P – DEMOLITION OF BUILDINGS; CONSTRUCTION OF THREE STOREY BUILDING TO FORM FOURTEEN FLATS WITH ASSOCIATED PARKING; FORMATION OF VEHICULAR ACCESS , AT CLIFTON HOME FOR THE ELDERLY, BROADWAY, TOTLAND BAY

 

Members gave consideration to the above application, which was subject to conclusion of a Section 106 Agreement in respect of the making of financial contributions towards education and open space facilities, and considered the Agents request to waive these contributions following a recent appeal decision.  Members were informed of the addition representations that had been received, these included advice from the Case Officer to the Applicants Agent and comments from the Planning Officers

 

RESOLVED :

 

(i)         THAT condition 1(b) of the report should amended to read :

“ ..a voluntary revocation of the consent granted upon appeal..”

 

(ii)        That the Applicant’s Agent request to waive the financial contributions is agreed and the conditional planning permission without a Section 106 Agreement be issued.

 

(ii)               TCP/26498 RETENTION OF SINGLE STOREY SIDE AND REAR EXTENSION; RAISED DECK AREA AND SCREENING (REVISED PLANS) AT 5 AVENUE ROAD, SHANKLIN

 

Members considered the above application, which was deferred from the Development Control Committee meeting held on 26 October 2004.  Members had requested that Officers negotiate with the applicant regarding the raised decking.  As a result of negotiations, Members were informed that a second set of revised plans had been received, which involves the removal of a 2.5metre section of the raised decking closet to the neighbouring property, and the levelling of the ground beneath to match that of the existing grass level.

 

RESOLVED :

 

THAT Conditional planning be granted, subject to the conditions set out in the report.

 

(iii)             DEMOLITION OF MORNINGTON, QUEENS ROAD, COWES

 

Members were advised of the circumstances surrounding the demolition of Mornington on Friday, 12 November 2005. 

 

RESOLVED :

 

THAT the report be noted and that no further action to be taken on this matter.
