TRANSPORT REVIEW UPDATE REPORT

 

REPORT OF HEAD OF SELECT COMMITTEE AND REVIEW TEAM

 

 

REASON FOR SELECT COMMITTEE CONSIDERATION

 

To update the Committee with the progress of the Review, and to seek a decision regarding the future of the Task Group.

 

 

ACTION REQUIRED BY THE SELECT COMMITTEE

 

  1. To note the progress of the Review and to support the submission of the vision for Transport to the Executive on 20 April 2005.

 

  1. To recommend the re-instatement of the Task Group following the elections, to steer the Review to completion.

 

 

BACKGROUND & PROGRESS

 

Following initial consultation, early in 2004, on the possible scope of the review, a Task Group was established to steer the work.   Members on the Task Group are:

 

Garry Price                             Chair of Environment & Transport SC

Michael Cunningham              Deputy Chair of Environment & Transport SC

Muriel Miller                             Member of Environment & Transport SC

and the Executive portfolio holder for Transport

 

The project was divided into two main sections - the development of a shared vision for Transport on the Island, and a practical review of public transport, looking at alternatives to single-occupancy car travel.

 

After extensive consultation a vision for Transport has now been developed, and is attached as Appendix A. It has already been taken to an informal Executive meeting, and will be going for formal approval on 20 April 2005.

 

Progress, and initial findings, on the practical aspects of transport are outlined in Appendix B.

 

RELEVANT PLANS, POLICIES, STRATEGIES AND PERFORMANCE INDICATORS

 

The vision for Transport will be used as a part of the Connected Island theme within the Local Strategic Partnership. It will also be used in the development of the Local Development Framework, the 2nd version of the Local Transport Plan and the Tourism Development Plan.

A wide range of people and organisations have been involved.

(j)                  Transport Operators (including bus, rail, ferry and taxi operators)

(k)               Health, Education, Social Services and Tourism

(l)                  The Select Committee Task Group

 

FINANCIAL, LEGAL, CRIME AND DISORDER IMPLICATIONS

 

At this stage of the review, no specific implications have been identified.
