COMMUNITY DEVELOPMENT AND LIFE LONG LEARNING SELECT COMMITTEE WORKPLAN
REPORT OF
THE HEAD OF SELECT COMMITTEE AND BEST VALUE SUPPORT
The Council’s constitution provides for the adoption of workplans by all Select Committees. The two Education, Community Development and Life Long Learning Select Committee workshops on 10 June and 23 July 2002 generated a range of issues that Members suggested should be work priorities. After further discussion with your Select Committee Chairman and having regard for comments from appropriate officers, a draft Select Committee Workplan has been prepared.

Select
Committee procedure rule 8 reads “Each Select Committee shall establish its
own work programme.” |

The
Select Committee workshops were planned to provide all Members and co-opted
members with an opportunity to review the work they have undertaken to date
and plan a programme of work for the coming year. |

The
Select Committee is reminded that scrutiny of Service Plans, Best Value
Review Improvement Plans and the budget forms an integral part of the
workplan. The workplan can also include referrals from the Executive and Full
Council and Directorate–led reports. Work can be progressed by the Select
Committee as a whole, or through working parties, task groups or best value
reviews. Officers are also reminded that Member briefings and Bulletin can be
utilised for information items. |

The Select Committee will recall that
the Children and Young Persons Committee has been established to undertake policy development
reviews and scrutiny of areas of significant joint working between the Education
and Social Services Directorates on behalf of the relevant Select Committees.
The draft workplan for the Children and Young Persons Committee will be
considered by the Select Committee in due course. |

The
Select Committee had previously established a number of task groups and
working parties. Members are asked to
note that the Libraries Task Group has merged with the Community Development
Best Value Review Appraisal Group and that the Sports Action Zone Task Group
will meet again when the outcome of the Island’s application is known. |

The
Cultural Strategy Task Group, established jointly with the Economic
Development, Planning, Tourism and Leisure Services Select Committee in
October 2001, is due to hold its inaugural meeting within the next two
months. Members are asked to indicate whether they would be interested in
joining the task group. |

A
standing task group was established in January to monitor, review and
evaluate the Education Development Plan. Following the presentation given by
officers at the Community Development Workshop Members are again asked to
indicate whether they would be interested in joining the task group. The task
group will meet on a termly basis and the Education Development Plan
indicates that officers will report to the full Select Committee following
each task group meeting. |

Attached
as an Appendix to this report, Members will
find the draft Education, Community Development, and Life Long Learning
Select Committee workplan. Members
are invited to review and pass comment on the workplan and in particular the
schedule of planned business. Members are also asked to note that due to
pressures the workplan is likely to need periodic modification. |
