RESOLVED :
THAT the Minutes of the meeting held on 6 September 2005 be confirmed.
18. DECLARATIONS OF INTEREST
Interests were declared in the following matters:
Cllrs Mike Cunningham and Julian Whittaker declared a personal interest in Minute 19 (a) (Paper C) – 1, 1A, 1B, 2 and 4 Pyle Street, 12 and 14 East Street and The Publican Public House and 71 South Street and Auto Windscreens, 52 South Street, Newport, as they knew the objector.
Cllrs William Burt, Barbara Foster and Brian Mosdell declared a personal interest in Minute 19 (a) Item 4, Downsview, Lynch Lane, Calbourne, as they knew the applicant.

(b)
Use of Land at Gore Basin, Downend Road,
Arreton, Newport
Members were updated on the recent use of the land at Gore Basin,
Downend Road, Arreton with regard to the FIM Motorcross Championships and the
Bestival Event.
The site had been completely cleared by 29 September 2005 except for
the chestnut pale fencing. There was an
allegation that litter bins were being stored on the site but officers found no
evidence to date. The Committee was
advised that a letter had been received from the Planning Inspectorate
indicating that they had written to the appellant informing him that they could
not agree to a further extension of time to prepare the Environmental Impact
Statement and telling him that the Ground (a) appeal had lapsed.
The site had been subject of a brief inspection from the public highway
by members on Monday, 3 October 2005 during their site inspections.
RESOLVED :
THAT the report be noted.
20. URGENT BUSINESS – WESTRIDGE GOLF CENTRE, BRADING ROAD, RYDE
The Chairman agreed to an item of urgent business as a decision was needed before the next meeting.
Members gave consideration to a request from the site operator for limited use of the flood lights without complying with the planning condition which required the installation of an earth bund and landscaping which was to act as a screen along the eastern boundary of the site.
Five additional letters of representation had been received including one from Nettlestone and Seaview Parish Council, one from the Campaign for the Protection of Rural England.
RESOLVED :
(i) THAT in recognition of the fact that the trees are still carrying their leaves which would not enable the full assessment of the potential impact of operating the lights and secondly in recognition that the nights have not drawn in as much as they would be, to defer consideration of the request until 29 November 2005 Development Control Sub Committee meeting.
(ii) That an evening site visit be arranged at the beginning of November 2005 to enable members to view the site from various vantage points.
(iii) THAT the operator be advised that until consideration of the proposal, no enforcement action would be initiated against them on the understanding that the lights were not used after 2030 hours on Monday to Friday, after 1830 hours on Saturday and at no time on a Sunday.
