of Golf Driving Range Structure, Single Storey Extension to Form Replacement
Golf Driving Range, Proposed Floodlighting, Westridge Golf Centre, Brading
Road, Ryde
Members considered a request by the site
operator for limited use of the flood lights without complying with the
planning condition which required the installation of an earth bund and
landscaping which was to act as a screen. This application had been deferred at
the DC meeting on 4 October to allow members to visit the site. A site
inspection for Members took place on the evening of Tuesday, 8 November 2005.
In discussion members considered the options
available if they were to enforce the conditions. The Committee sought both Officer
and legal advice, who advised of the implications and likely costs involved.
RESOLVED :
a)
To agreed to
the request by the operator not to enforce compliance with condition 9 of
P/0566/04 - TCP/22221/E on the understanding that the lights are only used with
the diffuser screens in place and switched off by 20.30 hrs on Mondays to
Fridays inclusive and by 18.30 hrs on Saturdays and not used at all on Sundays.
Furthermore that the lights were not used at all after 31 March 2006.
b)
That the
situation be reviewed in June 2006.

The application was refused contrary to officer
recommendation as members believed the proposed development would be
unsustainable, had inadequate access arrangements, was an unsuitable use of
he land and was upstream of a flood plain. In compliance with the Council’s Constitution a
named vote was taken as the application was contrary to officer
recommendation. The voting was as follows : For (10) Cllrs Henry Adams, Ivan Bulwer, William
Burt, George Cameron, Charles Chapman, Barbara Foster, Lady Sarah Pigot,
Susan Scoccia, David Whittaker, Julian Whittaker. Against (1) Cllr Arthur Taylor Abstentions (0) The justification for this decision was that in
the opinion of Members there was inadequate infrastructure to properly
accommodate a development of this scale. Following the vote to refuse the
application, the Head of Planning Services invoked the cooling off period.
Therefore the application would be brought back to the next available meeting
for further consideration. |
