Title:             OBJECTIONS TO ADVERTISED TRAFFIC ORDERS

 

REPORT OF THE STRATEGIC DIRECTOR OF CORPORATE AND ENVIRONMENT SERVICES

 

 

1.         THE ISLE OF WIGHT COUNCIL (A3054 AVENUE ROAD, SANDOWN AND C58 STATION ROAD, HAVENSTREET IW) (HEIGHT RESTRICTION) ORDER No 1 2002

 

SUMMARY

 

An order to introduce a height restriction was advertised in April 2002 and the following representations have been received.

 

REPRESENTATIONS

 

A total of 3 letters of objection have been received, one from Havenstreet Steam Railway, one from the Isle of Wight Bus Museum and one from Westrbrook Travel.

 

Two refer to the confused wording of the draft proposals, which state that the restriction would apply to C58 Station Road, Havenstreet between the junction with Briddlesford Road and the junction of Firestone Copse Road. Such a restriction would severely impede the current activities at Havenstreet Steam Railway and adversely affect the viability of the business.

 

Although it is proposed that advanced warning signs of the height restriction should be erected at the junction of Briddlesford Road and Firestone Copse Road, it was always intended that the restriction should only apply to each of the bridge structures.

 

The remaining objection refers to the impact that such a proposal would have on the seasonal bus service that operates through the area that requires access for a bus of 13’ 8” in height.

 

EVALUATION

 

During March 2002 a review of the existing bridge heights was undertaken across the Island in an attempt to accurately determine the height of each structure that passes over the public highway. Detailed measurements were taken of each bridge and evidence was also collected that confirmed that the arch bridge at Havenstreet had been subjected to repeated impact damage.

 

The Traffic Signs Regulations & General Regulations prescribe the formula of establishing the exact height at which each structure over the highway should be indicated. This is determined by deducting 3 inches from the measured headroom in feet and inches and rounding down to the nearest multiple of 3 inches. This height is that which should be displayed.

 

In light of the objections received I consider it appropriate to recommend that the Order be implemented, as advertised, but with the following alteration to the description of the first and second schedule of the Order.

SECOND SCHEDULE

 

The arch railway bridge structure, C58  Station Road, Havenstreet, (Grid Reference Northing 455628, Easting 089784)

 

 

POLICE COMMENTS

 

Hampshire Constabulary has not provided any written comment on the matter.

 

RECOMMENDATION

 

That the Order be implemented as advertised with the following alteration to the description of the first and second schedules:
