OBJECTIONS TO ADVERTISED TRAFFIC ORDERS REPORT OF THE STRATEGIC DIRECTOR OF CORORATE AND ENVIRONMENT SERVICES |
1. The Isle of Wight Council (Player Street, Ryde, IW) (Designated Loading Bay) Order No 1 2002.
An Order to introduce a loading bay in Player Street, Ryde during the period 8am to 6pm, Monday to Friday was advertised during April 2002 and the following representations were received.
Eight
letters of objection have been received from residents of Player Street and one
letter of support has been received from the Freight Transport Association. The
main point raised is that the capacity to park in the road is currently
restricted and the introduction of the proposed loading bay will further
compound the problem. Furthermore the extent of the proposed restriction is one
hour longer than the operating times of the business.
Player Street Ryde is a narrow section of residential road located to the north of St Johns Road.
For a number of years
Appley Plastics have operated as a wholesaler/retailer of plastics products. As
a result a number of delivery and trade vehicles visit the site on a daily
basis.
In an attempt to prevent
such vehicles double parking, blocking footways and causing an obstruction to
the highway an advisory loading bay was provided approximately 5 years ago. In
the main this has improved the operation but has on occasions led to dispute
over the rights to park in the bay.
The proposed loading bay is
intended to regulate the current arrangements, prevent inappropriate use of the
bay and remove any uncertainty as to who is authorised to use the bay at
certain times of the day and night.
The operating times of the
business are from 8am to 5pm, Monday to Friday. As such its impact on
residential parking is limited.
However, in an attempt to
address the concerns of the residents I would recommend that the current
proposals an amended so that the restriction applies 8am to 5 pm, Monday to
Friday.
The potential impact of the
proposed restrictions have been analysed in detail and are not felt to have any
negative impact on the provisions of section 17 of the Crime & Disorder Act
1998.
RECOMMENDATION
That the proposed loading bay is implemented as advertised, with a change to the hours of operation:
8.00am to 5.00pm, Monday to Friday
Hampshire Constabulary has not provided any written comment on the matter.
Letters of objection addressed to the Strategic Director of Corporate and Environment Services, copies of which are attached.
