FIRE AND PUBLIC SAFETY SELECT COMMITTEE – 8 DECEMBER 2003

MAINSTREAMING CRIME AND DISORDER WITHIN THE COUNCIL

HEAD OF SELECT COMMITTEE AND BEST VALUE SUPPORT

REASON FOR SELECT COMMITTEE CONSIDERATION

During its meeting on 16 September 2003, the Fire and Public Safety Select Committee received a report from the Crime and Disorder Manager outlining how the council was discharging its duty under Section 17 of the Crime and Disorder Act 1998.  Members acknowledged the importance of this legislation and requested that a special scrutiny session be held before Christmas 2003.  Strategic Directors would be invited to attend in order to explain to Members how they were delivering this legislation within their specific areas of responsibility.

ACTION REQUIRED BY THE SELECT COMMITTEE

To investigate how Section 17 is applied by Strategic Directors within the service areas and make recommendations as appropriate.

BACKGROUND

The Council’s Corporate Plan identifies the need to create a safe and crime free environment for all Islanders and visitors.  By scrutinising the delivery of this objective within local communities, Members can determine whether or not this continues to be a key strategic objective.

FINANCIAL, LEGAL, CRIME AND DISORDER IMPLICATIONS

Under the Crime and Disorder Act 1998, Section 17, the Council has a statutory duty to consider the crime and disorder implications in all its decisions and in all that it does.

Crime and disorder continues to feature as one of the top issues that concern Islanders.  Although the majority of Islanders and visitors do feel safe, they want to know that the Council and the Police are committed to reducing crime and disorder still further.

There are a number of Crime and Disorder performance indicators included within the new quarterly performance management report.  The latest figures may be seen under the Community Safety heading in Appendix 1.

There are no financial implications in writing this report.
