FIRE AUTHORITY INTEGRATED RISK MANAGEMENT PLAN – ACTION PLAN 2005/06                  

REPORT OF THE PORTFOLIO HOLDER FOR FIRE, EMERGENCY PLANNING AND CONSUMER PROTECTION

 

 

REASON FOR SELECT COMMITTEE CONSIDERATION

 

This report provides members of the Select Committee with detailed input on the proposed FAIRMaP action plan for 2005/06, which is required to be consulted upon by the Office of the Deputy Prime Minister as part of the Integrated Risk Management process.  This action plan sets out the Isle of Wight Fire and Rescue Service intended priorities in line with the strategic plan agreed by the Executive on 21st April 2004. 

 

The action plan proposes developing road safety initiatives to reduce the number of fatalities and the number and severity of injuries arising from these incidents.  Further proposals include raising awareness of the benefits of domestic sprinklers, improving our data capture and analysis systems and developing the Integrated Personal Development System throughout the Service.

 

ACTION REQUIRED BY THE SELECT COMMITTEE

 

To discuss the action plan outlined within this report and comment on the action plan as the Select Committee’s contribution to the consultation process.

 

BACKGROUND

 

On the 3rd April 2003, all UK Fire Services were issued with documentation from the ODPM outlining the introduction of Fire Authority Integrated Risk Management Plans (IRMP’s).  This is one of the key aspects of the programme of reform and modernisation of the framework within which the Fire and Rescue Service now operates. 

 

The ODPM has issued guidance on the formation of these plans and the consultation process that is required.

 

We consulted on last years action plan, and the learning outcomes from that process are being addressed within this process.  This action plan produces specific, measurable, achievable, realistic and timely objectives that will help drive the modernisation agenda forward.

 

RELEVANT PLANS, POLICIES, STRATEGIES AND PERFORMANCE INDICATORS

 

This action plan relates to the FAIRMaP Strategic Plan and each of the actions relates directly to a strategy therein.

 

Her Majesty’s Fire Service Inspectorate are amending the Best Value Performance Indicators to reflect the developing role of the Fire and Rescue Service and the locally assessed standards of cover and are developing other performance indicators specifically focussed on prevention.

 

 

 

CONSULTATION PROCESS

 

The appendices enclosed within this report outline the consultation guidance received from the ODPM and the proposed action plan being consulted on.

 

Function Managers within the Service are carrying out a series of information sessions updating staff on where we are now and the process of consultation for the near future.

 

A seminar has been arranged for all personnel on July 22nd and will be facilitated by the company Opinion Research Services who currently hold the contract for the Fire Service

 

Consultation Association of which we are members.

 

FINANCIAL, LEGAL, CRIME AND DISORDER IMPLICATIONS

 

Legal considerations will include the introduction of the Fire and Rescue Services Bill which will repeal the current Fire Services Act 1947, the Regulatory Reform Order, the existing Local Government Act Best Value Legislation and the National Framework (the final version of the 2004/05 National Framework is due to be published now.  A draft of the 2005/06 National Framework is intended to be published in the autumn so that Fire Authorities can use it to inform their budget process).

 

The financial considerations will be presented in further papers.
