CCTV Site Monitoring
Service Level Agreement
This Agreement is made
on the ......... day of November 2002 between Social Services Directorate of
the Isle of Wight Council and the Crime and Disorder Team, on behalf of the
Crime and Disorder Partnership.
1. PURPOSE OF THE AGREEMENT
1.1 This Agreement records agreed methods of working, roles and responsibilities between Social Services and the Crime and Disorder Team in connection with the provision of a CCTV Site Monitoring Service.
2. DEFINITIONS
The Crime and Disorder
Partnership shall include any member of the Crime and Disorder Team or any
nominated individual acting on behalf of the Crime and Disorder
Partnership. .
Social Services shall include any
authorised representative of the Isle of Wight Council Social Services
Directorate.
3. DURATION OF THE AGREEMENT
3.1 This Agreement remains in force until the
end of financial 2003 unless terminated as detailed in Section 6.0 of this
Agreement.
4. DESCRIPTION OF THE SERVICE
4.1 Acting on behalf of the Council, Social
Services will provide a CCTV Monitoring Service for the Crime and Disorder
Partnership at the following site(s):
Newport Town Centre
Ryde Town Centre
Sandown Town Centre
Newport Extension
including St Mary’s Hospital
Wootton Help Centre
Seaclose Planning
Department
4.2 Social Services will:
4.2.i) act as initial recipient for connections
via the Codec system out-of-hours
4.2.ii) record
the time, date and nature of incidents
4.2.iii) where there is a need for on-site attendance,
Social Services staff will follow procedures outlined by the Crime and disorder
Team to alert the appropriate personnel by telephone or radio
4.2.iv) Social Services has a duty to provide the
Police with information (including live pictures) if the CCTV Controller
considers the activity may be of a criminal nature
4.2.v) provide a monthly report of all incidents
to the Crime and Disorder Team
4.2.vi) invoice the Crime and Disorder Team on a
quarterly basis (in advance)
4.2.vii) To ensure that Social
Services meet the minimum accepted standard as detailed in Appendix 1)
4.3 The Crime and
Disorder Partnership agrees to:
4.3.i) define the procedures for handling
incidents to be used by Social Services staff
4.3.ii) provide and regularly update in writing
details of staff to whom referrals are to be made (this includes, where
appropriate, rotas of on-duty staff, together with the relevant home telephone
numbers etc)
4.3.iii) pay
in full the quarterly invoices within 21 days of receipt
5.0 DEFAULT
5.1 If either party is in Default of obligations
under this Agreement, and the Default cannot be resolved by discussion between
the two parties, then a written request for a Default Meeting should be sent
within 1 month of the default event.
Such a meeting must be held within 14 days of receipt of the letter.
5.2 If agreement cannot be
reached at the Default Meeting then either party may issue a written Notice
specifying the alleged Default and the remedy which is required. If agreement is not reached between the two
parties and the remedy is not put in place then the matter may be placed before
an Independent Arbitrator under the provision of the Arbitration Acts
1950-1979. The arbitrator will be
appointed by the Chairman of the Independent Board of Arbitrators unless
otherwise agreed between the two parties.
6.0 TERMINATION
This Agreement may be terminated:
6.1 At any time and without any notice by
agreement of the two parties.
6.2 By either party giving not less than three
months= notice in writing.
6.3 In the case of default.
7.0 EQUIPMENT
7.1 The maintenance of
equipment on sites is not the responsibility of Social Services. Social Services shall not be liable in the
case of equipment failure on site.
8.0 FORCE MAJEURE
8.1 Social Services shall not be liable for any
failure or delay in providing services where such failure or delay is by reason
of Act of God, war, civil disturbance, strike or other labour dispute, storm,
fire, flood, material shortage, act or order of government, or agency thereof,
or any other circumstance beyond Social Service’s control.
9.0 PAYMENT
9.1 Social Services provides the above service,
for which agrees to pay the following rate:

10.1 This Agreement may only be varied if in
writing and agreed by both parties.

MINIMUM
ACCEPTABLE STANDARDS FOR CCTV
