FIRE
AUTHORITY INTEGRATED RISK MANAGEMENT PLAN ACTION PLAN
REPORT OF THE PORTFOLIO HOLDER FOR FIRE,
EMERGENCY PLANNING AND CONSUMER PROTECTION
To monitor progress on the Fire Authority Integrated Risk Management
Plan.
ACTION REQUIRED BY THE SELECT COMMITTEE
To
scrutinise the on going progress of the first action plan arising from the Fire
Authority Integrated Risk Management Plan.
BACKGROUND
The action plan was developed following the introduction of Integrated
Risk Management Planning into the Fire and Rescue Service in April 2003. The annual action plan sets out how the Isle
of Wight Fire and Rescue Service plans to realise its medium term objectives
within the strategic IRMP.
Within the action plan we set out several objectives based primarily
around developing systems and processes on which to build the service around
the new modernised vision set out within the White Paper ‘Our Fire and Rescue
Service’ and the subsequent Fire and Rescue Services Act 2004 and the National
Framework.
RELEVANT PLANS, POLICIES, STRATEGIES AND PERFORMANCE INDICATORS
CONSULTATION PROCESS
The
IRMP action plan has been subject to large scale consultation both internally
and externally. Last year a series of
staff presentations and public focus groups were undertaken as well as a postal
survey through the Community Forum.
Much of this was facilitated by external consultants.
Lessons
learned from that process have enabled us to develop our consultation processes
further for this year and we have contracted the services of Opinion Research
Service who currently hold the contract for the Fire Service Consultation
Association of which we are a member.
We have already carried out 2 staff forums and from the feedback from
that we are arranging further smaller staff focus groups to explore issues
further. We are also planning a forum
for key stakeholders and community representatives and a further forum for the
business community. We also plan to make
extensive use of the intranet and web site.
The
Corporate Policy Team are involved in the consultation process.
FINANCIAL, LEGAL, CRIME AND DISORDER IMPLICATIONS
The budget implications were processed through the Service Plan budget
round for 2004/05; the implications with the consultation process and these
have been accommodated within existing funds.
