Title :               BEST VALUE REVIEW FOR CRIME AND DISORDER INCLUDING CCTV

 

REPORT OF THE HEAD OF PAID SERVICE

 

 


SUMMARY/PURPOSE

 

To inform the Committee as to the delay in submitting the Crime and Disorder including CCTV Best Value Review through the Committee process.

 

BACKGROUND

 

When the original year 2 Best Value Reviews were agreed, CCTV was being examined in its own right as a specific service provided by the Council.  It had its own independent external audit, which had provided evidence for the review of CCTV.  Some work was also done with MORI specifically for CCTV.

 

However, Best Value Inspectors had viewed CCTV as an important part of an overall Community Safety Service, so the Crime and Disorder Manager agreed to incorporate CCTV within her review.  The Best Value Facilitator then advised Members.  

 

The Crime and Disorder Manager progressed the Crime and Disorder Best Value Review, including the strategic role of CCTV, which she has responsibility for, but excluding the operational aspects of CCTV. It was agreed that the CCTV operational element it would be an appendix to the review.  On this basis a report was prepared and presented to this Committee on 18th March 2002 for consideration and recommendation to Executive Committee. 

 

REASON FOR DELAY

 

During the review process the Best Value Unit had originally asked for two separate reviews, then had suggested the two reports could be combined in late 2001.  Then in April 2002, following input from the Best Value Inspectors, a decision was finally made to combine the reports.

 

COMBINED REVIEW

 

Members are being asked to consider the CCTV Operational Best Value Review elsewhere on this agenda.  The CCTV Service Manager, Crime and Disorder Manager and Best Value Facilitator are working hard to combine the two reviews to produce one streamline review.

 

FINANCIAL IMPLICATIONS

 

Although there are no cost implications as a result of this report, the delay in being able to bid for the Invest to Save – Pump Priming Funding has hindered the implementation of some elements of the Improvement Plan.

 

LEGAL IMPLICATIONS

 

The Council has a duty under Section 17 of the Crime and Disorder Act to consider the crime and disorder implications.  The delay in progressing the Improvement Plan will have a negative effect in improving the delivery of crime and disorder and CCTV, however this is only minor as work is continually ongoing to reduce crime and disorder on the Island within both service areas.
