The Chairman and Vice Chairman of the Council (Miss H L Humby and Mrs M A Jarman) are non-voting members.

Any other member of the Council may attend the meeting and may speak with the permission of the Chairman provided that notification has been given to the Select Committee Support before the commencement of the meeting, such notification to detail which items the member is attending for.

1. MINUTES - PAPER A - To confirm the Minutes of the meeting held on 14 July 2003.
2. DECLARATIONS OF INTEREST - To invite Members to declare any interest they might have in the matters on the agenda.
3. PUBLIC QUESTION TIME - To guarantee a full reply at the meeting, the question must be delivered in writing or by electronic mail to the Committee Administrator no later than 10.00 am on Thursday, 7 August 2003. Each question must give the name and address of the questioner. Questions may be asked at the meeting without prior notice but in these circumstances there is no guarantee that a fully reply will be given at the meeting.
4. URGENT BUSINESS - To consider any matters which, in the Chairman's opinion, are urgent.

8. MEMBERS’ QUESTION TIME - A question must be submitted in writing or by electronic mail to the Committee Administrator no later than 10.00 am on Friday, 8 August 2003.
9. NEXT MEETING - The next scheduled meeting will be held on Monday, 15 September 2003 at 10.00 am at County Hall, Newport. The agenda items are likely to include reports on:

• Best Value Review Action Plans - To monitor relevant Action Plans.
