COUNCIL - 20 JUNE 2001
AD HOC APPOINTMENT PANEL FOR THE POST OF DIRECTOR OF ENVIRONMENT SERVICES
REPORT OF THE CHIEF EXECUTIVE AND THE PERSONNEL SERVICES MANAGER
SUMMARY
The timing of the selection process means that it is necessary for the full Council to identify a Member Appointment Panel prior to the first meeting of the Executive. The Panel will be involved in agreeing a shortlist of candidates on Wednesday 27 June at 11am, an informal meeting on the evening of Sunday 8 July, and interviews on Tuesday 10 July.
BACKGROUND
The procedure for the appointment of Directors and second tier officers provides that:
1 Appointments of Directors and second tier officers who are on Chief Officer grades be delegated to the Executive.
2 The Executive establish a panel, to be known as the Appointments Panel, of six members to shortlist, interview and select a candidate.
3 The panel shall co-opt two members of the relevant Select Committee, as selected by the Select Committee, to assist with the selection process and to have a vote on decisions made by the Panel.
RECOMMENDATIONS
A That the Council agree an ad hoc Appointments Panel for the purpose of appointing a Director of Environment Services.
B That the Panel comprise eight Members.
C That the guiding principles outlined at 1, 2 and 3 above be used in identifying the Members to serve on the Panel.
