Title : DRAFT CRIME AND DISORDER STRATEGY
PORTFOLIO HOLDER - FIRE AND
EMERGENCY PLANNING
SUMMARY/PURPOSE
To ask the Committee to consider and approve the draft Crime and Disorder Strategy. The draft Strategy was considered by the Fire and Public Safety Select Committee at its meeting on 4 February 2002.
RECOMMENDATION
That the draft Crime and Disorder Strategy be approved by the Council.
BACKGROUND
The Crime and Disorder Act 1998 required the Isle of Wight Council and Hampshire Constabulary to work together with other statutory partners to tackle crime and disorder on the Island. The current three year strategy entitled “Community Safety Protecting the Islands Future” will come to an end in March.
The new strategy identifies new priorities and actions to be delivered over the next three years as well as illustrating some examples of best practice developed from the previous strategy. It also provides some statistical information as to the current situation following an audit on crime and disorder on the Island (see attached Appendix A).
The Crime and Disorder Partnership aims to reduce crime, disorder and the fear of crime on the Isle of Wight and make the Island a safer place to live, to work and to visit.
On the 17th January this year the Crime and Disorder Conference was held to consult with wider stakeholders and the community on the emerging issues and the findings have been reflected in the draft strategy and priority issues.
The priorities have been identified as:
· The reduction of recorded crime and disorder including anti-social behaviour (see attached Appendix B)
· Working with young people to reduce crime and disorder (see attached Appendix C)
· Drug and alcohol misuse (see attached Appendix D)
· Domestic violence (see attached Appendix E)
Although the priority issues are unlikely to change at this stage, work is continuing to develop targets and actions particularly on working with young people to reduce crime and disorder, drug and alcohol misuse and domestic violence.
Central Government requires each Crime Reduction Partnership to have their crime reduction strategy in place by 1st April 2002. To that end the launch of the Isle of Wight Crime and Disorder Strategy 2002/05 will take place on Tuesday the 26th March 2002, at Ventnor Botanic Gardens.

LEGAL IMPLICATIONS
Under the Crime and Disorder Act 1998, the Council has a statutory duty to work in partnership with the Police to reduce crime and disorder.
Under Section 17 of that Act the Council has a statutory duty to consider the crime and disorder implications in all its decision making.
