Title :               PUBLIC HEALTH REPORT 2005 AND DATA APPENDIX

 

REPORT OF THE CABINET MEMBER FOR ISLAND HEALTH, HOUSING AND COMMUNITY WELLBEING  

 


SUMMARY/PURPOSE

 

1.                  Members are invited to note the 2005 report of the Director of Public Health. The Council has considerable potential for maintaining and improving public health of Island residents.  The Isle of Wight County Council received its first public health annual report in 1899 but in recent times an annual review by the Council of the Health of Isle of Wight residents has lapsed.

 

BACKGROUND

 

2.                  The 2005 Annual Report of the Director of Public Health consists of 5 chapters and 24 recommendations.

 

·        Chapter 1 discusses the changing national and local context for public health.

·        Chapter 2 and an appendix give an account of public health data relating to the Island.

·        Chapter 3 outlines the consequences for individuals and for the statutory sector of the obesity epidemic.

·        Chapter 4 examines background to the Island’s high suicide rate and makes recommendations.

·        Chapter 5 reviews progress on recommendations made in the 2004 report including improvements in 4-week smoker quitter rates, uptake of MMR and housing.

 

STRATEGIC CONTEXT

 

3.                  The January 2006 White Paper on the future direction for Community Services Our Health, Our Care, Our Say, recognising the potential of local authorities to improve public health, advocates joint appointments of Directors of Public Health, joint teams and the presentation of reports on well-being to local authorities.  Earlier this year the Policy Commission for Care, Health and Housing recommended that in view of the Cross Cutting nature of public health, the DPH Annual Report for 2005 should be presented to Full Council.

4.                  The Report has already been accepted by the Joint Board of the Isle of Wight Primary Care Trust/ Isle of Wight Healthcare NHS Trust.
