Title :               POLLING PLACES REVIEW

SUMMARY/PURPOSE

 

1.                  The report summaries the review of all Polling Places undertaken during 2003 with a view to improving accessibility to all polling places for all voters. A number of changes in venue are suggested.

2.                  None. The review has been undertaken with full public consultation throughout.

 

BACKGROUND

 

3.                  Considerable focus is now placed upon the ability to ensure that all Polling Stations are accessible to all members of the community. Both the Electoral Commission and charities such as SCOPE regularly carry out audits of Polling Stations, and publish their findings. Additionally the Disability Discrimination Act 1995 places a Service Provider under an obligation to ensure that all services can be accessed by the disabled, and to effect reasonable permanent adjustments to buildings in order to facilitate disabled access.

 

4.                  With this in mind, and in the knowledge that there had been no “wholescale” review of all the polling places on the Isle of Wight a detailed review was undertaken during 2003. As a result of this review a number of changes are recommended to ensure that all venues used offer the best facilities available in the locality.

 

STRATEGIC CONTEXT


 

5.                  Island Futures Theme Three – To Promote The Inclusion Of People With Disabilities In Their Communities, with a view to increase voter turnout at local elections from 37% to 39%. By improving voter facilities it is hoped that this will remove any physical barriers to voting.

 

CONSULTATION

 

6.                  Throughout the whole of the review process we have consulted with a variety of stakeholders, these include:

 

·        Members of the Isle Of Wight Council for the areas in question

·        Parish and Town Councils in affected areas, where they exist

·        All Candidates in the 2001 Parliamentary elections

·        Community Forums

·        Candidates at Parish/Town and IOWC level in the 2001 elections

·         Members of the public by way of a Notice in the Isle Of Wight County Press and via a Press Release issued to all local media

 

7.                  The proposed changes have now been finalised, and the proposed list of Polling Stations chosen by the Returning Officer for each Polling District is attached as Appendix A.

 

8.                  The Polling Districts need to be approved by the lsle Of Wight Council as a list of Polling Places on the Island. It will be from those areas, that, technically, the Returning Officer selects the Polling Stations for any given election.

 

9.                   The Resources Select Committee has assisted in the process at considered the list attached at Appendix A at its meeting on 1 March.

 

FINANCIAL/BUDGET IMPLICATIONS

 

10.             Some expenditure has already been incurred with the consultation process, all of which has been met from within existing budgets

 

LEGAL IMPLICATIONS

 

11.             We have a duty to comply with the Disability Discrimination Act 1995 and the Representation of the People Acts with regard to access to services and the administration of elections.

 

EVALUATION/RISK MANAGEMENT

 

12.             This report was considered by the Resources Select Committee on 1st March 2004, and the list of Polling Stations was noted, along with some useful comments on ensuring that electors were informed of any change to venues, and that adequate signage was used, especially where a Polling Station was not on the main road.

 

13.             It should be noted that further changes to Polling Station locations may become necessary should the existing venue become unusable for some reason beyond the control of the Returning Officer, or indeed if another more suitable venue became apparent.

 

 

RECOMMENDATION

 

14.             That all of the Polling Districts are designated as Polling Places, and that the list of Polling Stations adopted by the Returning Officer for those Polling Places (attached as Appendix A) be noted.
