ESTABLISH AN APPOINTMENTS PANEL FOR THE APPOINTMENT OF CHIEF FIRE OFFICER
REPORT OF THE INTERIM
DIRECTOR OF LEGAL AND DEMOCRATIC SERVICES
To establish an Appointments Panel of five members to appoint
to the position of Chief Fire Officer.
BACKGROUND
Following the consideration of the Options Appraisal
Report on 21 March 2007, Council decided that the Island’s Fire and Rescue
Service should remain part of the Isle of Wight Council, and would pursue
collaboration with other ‘blue light’ services on the
Appointments of Chief Officers and Deputy Chief
Officers are a matter for members in the Council constitution. In order to
effect this, Council is asked to agree to the establishment of a time limited
Appointments Committee of 5 members to appoint the Chief Fire Officer.
Proportionality will apply and therefore this Committee will consist of 4
Conservative Councillors and 1 from the other groups represented on the
Council. The Chairman of the Committee will be appointed at the first meeting
of the Committee.
As with other committee appointments, it is proposed
that each group provide nominations for the Committee to the Interim Director
of Legal and Democratic Services. The terms of reference of the Committee will
be to undertake the interview and offer a permanent appointment to the Chief
fire officer post. The Committee will also undertake such other duties as form
an appropriate part of the selection process as advised by the Director of
Organisation Development
FINANCIAL IMPLICATIONS
None in the establishment of the Committee – the post
of Chief Fire Officer is already covered from within the existing budgets.
LEGAL IMPLICATIONS
The interim Director of Legal and Democratic Services
has been consulted on this report and her comments are included.
RECOMMENDATION
To establish a, politically
proportionate, Chief Fire Officer Appointments Panel of five members, with
the actual members to be appointed by the Interim Director of Legal and
Democratic Services in accordance with the nominations from Group Leaders. |
