REPORT OF THE PORTFOLIO HOLDER FOR RESOURCES
SUMMARY/PURPOSE
This report sets out the Executive’s proposal to designate the Strategic Director of Corporate and Environment Services to succeed the current postholder as the Head of Paid Service.
BACKGROUND
Alan Kaye, Strategic Director of Education and Community Development has been the Council’s nominated Head of Paid Service since August 2001. He has requested that he be allowed to retire and the Executive at its meeting on 21 May 2002 agreed to his request, his last day of service with the Council to be 31 October 2002. The Executive also recommended, for the approval of the Full Council, that Mike Fisher, Strategic Director for Corporate and Environment Services be designated as the Head of Paid Service for a period of one year with effect from 1 November 2002 with a formal review by 30 April 2003. The Head of Legal and Democratic Services would be nominated as the Council’s Monitoring Officer from 1 November 2002.
FINANCIAL IMPLICATIONS
Payment for the additional responsibilities is contained within existing budgets.
LEGAL IMPLICATIONS
Section 4 of the Local Government and Housing Act 1989 requires every local authority to designate one of their officers as the Head of Paid Service whose principal duty is advise on the manner in which the discharge of the Council’s different functions is co-ordinated. Under the Local Government Act 2000, the Head of Paid Service will not be able to act as the Monitoring Officer or the Section 151 Finance Officer.
OPTIONS
1. Approve the recommendation of the Executive and appoint the Strategic Director of Corporate and Environment Services as Head of Paid Service for a period of one year from 1 November 2002.
