1.                  MINUTES

 

 

THAT the minutes of the meeting held on 5 April 2004 be confirmed.

 

2.                  REPORTS OF THE HEAD OF HUMAN RESOURCES

 

(a)               People Management Framework

 

The Committee considered a report from the Head of Human Resources on a proposed People Management Framework which was identified in the People Management Strategy, approved by the Committee earlier in the year, as one of the key actions needed to shape the people management culture of the Council. The proposed Framework set out the respective roles and responsibilities of Elected Members, Corporate HR and managers in HR matters and also gave guidelines for managers on how to achieve the necessary standards of good people management practice as set out in the framework.

 

It was noted that in addition to the proposed framework various multi media training tools were being developed to assist all managers in the implementation of the Framework.

 

RESOLVED :

 

THAT the People Management Framework, as set out at Appendix 1 in the report of the Head of Human Resources, be adopted.

 

(b)               HR Policies

 

The Committee considered proposed new policies for Redeployment and e-Communication and Redundancy. Although these had existed in one form or another for sometime the proposals had been updated to reflect current best practice.

 

It was noted that these were the first of a number of policies that would be considered by this Committee over time and that all would be reviewed over a 4 year period (or earlier if changes in legislation required).

 

RESOLVED :

 

THAT the following Policies, as set out in Appendix 1, 2 and 3, of the report of the Head of Human Resources, be adopted:

 

Redundancy Policy;

Redeployment Policy; and

Electronic Communications Policy.

 

(c)               HR Update

 

The Head of Human Resources updated the Committee on a matter relating to the recruitment process for a Council employee that involved other stakeholders from an outside body.  Members noted and expressed their support for the decision taken by the Head of Human Resources in that members of an outside body would not be permitted to determine the appointment of Council employees in the future.
