Questions

 

Mrs Mills asked a question related to the Channel 4 television programme ‘Dispatches’, which had previously featured an episode on financially damaging Private Finance Initiatives (PFIs). She sought assurance from the Council on the precautions it had taken regarding the bid for a Highways Maintenance PFI.   

 

Mr Flint asked a question related to the Royal Mail’s Direct Mail service and how this would affect those members of the public who, though not wishing to receive junk mail, still wished to receive council tax correspondence from their local authority.

 

Mr Page asked a question related to the production of a compilation transport timetable for the Island.

 

Cllr Joyce asked a question on behalf of a concerned member of the public regarding the provision of a mobile podiatry service provided by the Island’s Primary Care Trust. The Cabinet recommended that this matter be referred to the Commissioner for Care, Health and Housing for further investigation.

 

Cllr Wood announced that Brading Town Council had won a total of £5000 from the Parish Award Scheme. Brading Town Council was congratulated by the Cabinet on the production of an excellent bid.

Highways Maintenance Private Finance Initiative (PFI) Expression of Interest (EoI)

  1. That the Highways Maintenance PFI Project Board be authorised to submit an EoI to the Department for Transport for a Highway Maintenance Pathfinder Scheme.

 

  1. That the Cabinet invite the Scrutiny Committee to add one or more lines of enquiry to its work programme as the development of the proposed PFI continues. 

 

Reason

 

  1. To improve local infrastructure and support economic regeneration of the Island.

 

  1. To deliver the Council’s aspirations in the second Local Transport Plan (LTP2) for effective highway asset management.

 

  1. The PFI seeks to deliver two of the Councils key objectives:

 

a.      To drive the sustainable regeneration and development of the Island.

 

b.      To create safer and stronger communities. 

 

Additional reasons

 

  1. The highways network is a key component of creating a quality public realm that will underpin work to deliver Council strategies such as the Tourism Development Plan and Crime and Disorder Strategy.

 

Options considered and rejected

 

Option II - Not to submit an EoI for a highway maintenance PFI and to identify alternative funding opportunities to restore and maintain the highway network.

Cllr Abraham asked for the Enforcement Blue Paper to be added to the Forward Plan. He also questioned whether the item ‘Creation of a Revoking Byelaw in respect of the existing Byelaws for Hackney Carriages in the Former Boroughs’ would need to go to Full Council for decision.

 

Cllr Wood stated that the item ‘Transfer of In-House Selective Tender Lists to Constructionline’ would be removed due to further consultation.

 

Cllr Joyce informed Cabinet Members that the item ‘Children’s Trust’ may need to be postponed until November.
