1.
To receive and adopt the final version of the Isle of
Wight Children and Young People’s Plan (hereafter known as the Plan) 2006 to
2009 under the Isle of Wight Council’s Policy Framework.

This decision has appeared on the Forward
Plan but has slipped to the 23 May to accommodate the Joint Area Review
Process.

There is no confidential
or exempt information.
BACKGROUND
4.
The Plan sets
out the improvements which the Isle of Wight intend to make during the plan
period to the well-being of children and relevant young persons so far as
relating to;
(a) physical and mental health and emotional well
being
(b) protection from harm and neglect
(c) education, training and recreation
(d) the contribution made by them to society and
(e) social and economic well-being
5.
The Plan had
to include:
(a) statement of the authority's vision for children
and relevant young persons
(b) a needs assessment against the outcomes
(c) an outline of the key actions planned to achieve the improvements so far as
relating to the outcomes
(d) a statement as to how the authority's budget will be used to contribute to
those improvements and
(e) a statement as to how the plan relates to the authority's performance
management and review of services for children and relevant young persons.

The Plan sets out the following priorities for 2006 to
2009.
7.
The Plan
fulfils the requirements of the Children and Young People's Plan (England)
Regulations 2005, under section 17 and 66 of the Children Act 2004.
8.
The Community Plan as expressed in Island Futures has,
as a key theme, developing learning and skills.
9.
The Plan is
the overarching plan for all services for children and young people and makes
reference to key strategies from which service; team and individual work plans
are drawn.
10.
The Plan
incorporates the priorities for children and young people outlined within the
Aim High Change Management Plan.
11.
The Plan incorporates the priorities for
children and young people identified across the four blocks within the Local
Area Agreement.
12.
The adoption of the Plan as part of the policy
framework of the Council will make explicit the contribution of the Council
towards achieving and furthering the identified strategic objectives within Aim
High.
CONSULTATION
13.
The
development of the Plan and the draft Plan itself underwent extensive
consultation with children, young people and relevant partners. The
Plan was approved by the Isle of Wight Children and Young People’s Trust
Strategic Board on 11th April 2006.
14.
The Plan was
published as a final draft version on 31st March 2006 by
(a) placing it on http://www.iwight.com/childrenstrust
and WightNet
(b) sending a copy of the Plan to each of
the persons and bodies with whom the Isle of Wight Council have made
arrangements under section 10; and
(c) depositing a reference copy in each
public library.
15.
The draft
consultation version of the Plan was approved by the Commission for Children
and School Results on 24th January 2006.
FINANCIAL/BUDGET
IMPLICATIONS
16.
Many of the priorities within the Plan are taken from across
the four blocks of the Local Area Agreement (LAA). The Local Area Agreement
offers increased freedoms and flexibilities of the use of funding the Council
and partners receive. In addition, funding
from the Local Public Service Agreements (both reward funding from round one
and pump priming funding for round 2) provide financial opportunities to align
and/or pool budgets across services and the LAA to achieve outcomes for children and young people.
LEGAL
IMPLICATIONS
17.
The Council, under its general well being powers, has
the legal power to enter into such an agreement.
OPTIONS
18.
(a) To formally approve the Plan, so that it can be
incorporated as a part of the Council policy framework to inform future
improvements in the outcomes for children and young people as outlined in Aim
High.
(b) To request amendments to the
Plan.
19.
Option (a) is recommended, as it is vital that the
Island has a clear vision and plan for the improvement in outcomes for children
and young people.
20.
Risk management. The successful delivery of the Plan
is contingent on the co-operation and contribution both financial and otherwise
of all the Council and our partners. The proposed development of the Integrated
Health Trust and the interrelationship with the developing Children and Young
People’s Trust (which will oversee the implementation of the Plan) provides
both a significant opportunity to support transitions and risk in terms of
potential gaps between services.
RECOMMENDATIONS 21.
To adopt
the Isle of Wight Children and Young People’s Plan 2006 to 2009 written in
line with the requirements of the Children and Young People's Plan (England)
Regulations 2005, under section 17 and 66 of the Children Act 2004. |
