REPORT FOR FRAMEWORK FOR ASSESSING SUBSTANTIAL CHANGE IN NHS PROVISION

REASON FOR SELECT COMMITTEE CONSIDERATION
The Chairman requested that the “Framework for assessing substantial change in NHS provision”, written by Hampshire County Council and presented to the Joint Health Committee on the 8 December 2004, should be brought to the Select Committee for consideration.
It would be of great assistance if all the Local Authorities that make up the Joint Health Committee considered and adopted the framework, in order to provide a consistent interpretation of the regulations within Hampshire and the Isle of Wight.
Hampshire County Council’s Health Review Manager will be attending the meeting to explain the background and purpose of the Framework.

BACKGROUND
Appendix 1 is a report
drawn up by Hampshire County Council and also adopted by Southampton City
Council, in order to provide a basis for assessing a substantial change in NHS
provision.
