This report is presented at the request of the Chairman of the Select
Committee.

BACKGROUND
In November 2003, the Council published an agreed ‘Compact’ with the
Voluntary Sector on the Island. The purpose of this document was to set out the
working arrangements between the two parties – how we both wished to see the
relationship develop and, how areas of difference would be managed and
resolved.
In order to understand how this Compact is working after it’s first
year in operation I have invited Sue Dovey, the Chief Executive of the Rural
Community Council to make a presentation to this Committee giving her
perspective on behalf of the Voluntary Sector.

CONSULTATION
PROCESS
The Compact was developed as a result of extensive consultation the
details of which are contained in the Compact document.
FINANCIAL, LEGAL,
CRIME AND DISORDER IMPLICATIONS
The Voluntary Sector represents a significant service provider on the
Island and as such has a significant financial bearing upon this Committee and
the Council at large. It is also a major party to inward investment.
