REASON
FOR CONSIDERATION
To consider the procedures for Call-in following
the changes to the Committee structure and recommend appropriate changes to
these.
RECOMMENDATION That the Scrutiny Committee adopt the Guidance on
the Call-in process. |
BACKGROUND
The Call-in process was established when the
Council adopted the modernised structure and associated constitution in 2001.
Over the following years clarification was given to this process resulting in
the then Co-ordinating Committee, made up of the Chairmen of the six Select
Committees, adopting specific Guidance on the Call-in process.
With the changes introduced as the result of the
revised structure for overview and scrutiny the specific power to Call-in
decisions of the Cabinet, or individual Cabinet member, now rests with the
Scrutiny Committee.
It is proposed that four members of the Scrutiny
Committee should be required to sign a call-in request. Such a call-in will be
based on the budget and policy framework and should only be used to halt the
implementation of a decision that proves unexpectedly controversial or have a
counter productive effect.
The Guidance, which will form part of a wider
scrutiny toolkit, has therefore been amended to reflect the changes being
considered by full Council.

The full Council has considered various revisions
to the constitution.
FINANCIAL, LEGAL, CRIME AND DISORDER IMPLICATIONS
The guidance for call-in is intended to explain in
more detail the provisions of the procedures involved in calling in a decision
of the Cabinet or Cabinet member.
