OUTLINE OF ENQUIRY To investigate the
extent to which the use of different devices can be used to deliver planning
gains and obligations |

REASON FOR ENQUIRY To ensure delivery of an appropriate and balanced contribution
to the Island’s social, transport and economic infrastructure from the
granting of planning consent. |

PROPOSED OUTCOME/S To identify actions that
should be taken to ensure that any impact on the overall needs of the area
are taken into account when determining planning consent. |

TERMS OF REFERENCE To monitor progress following the Best Value
Review of Planning Services Report and Action Plan from November 2003. To take into account the Audit Commission
Inspection Report of Planning Services dated December 2004 and the subsequent
Improvement Plan considered by the Council’s Executive at its meeting on 20
April 2005. Unitary Development Plan and Local Development
